AR-NSCN (I-M) stand off in Doyapur

Both Assam Rifles and NSCN (I-M) were engaged in another stand-off Tuesday when the latter accused AR of a breaching Cease Fire Ground Rules. NSCN I-M) sources accused the AR of making its makeshift outpost in Doyapur and from where commuters were subjected to frisking since October 12.

A source within NSCN (I-M) alleged that the 29 AR set up its outpost in Doyapur for frisking vehicles and people passing through under the “pretext” that NSCN (I-M) was procuring arms and ammunition.

The source pointed out that AR did not follow the prescribed CFGR which required either side-AR or NSCN (I-M)- to consult each other  before opening any new outpost or camp.

NSCN (I-M) source said that AR claimed that as per information from the latter’s “reliable source” the NSCN (I-M) was to procure arms and ammunition and use the route where Assam Rifles conducted frisking.

Refuting the claims made by the Assam Rifles, the source said it was  “impossible” to smuggle such consignments and added “everyone knew under what pretext Assam Rifles was playing their game.”
The source further said that Cease-Fire Monitoring Group (CFMG) chairman Lt. Gen. (retd) N.K Singh Tuesday met NSCN (I-M) leaders led by Cease-Fire Monitoring Cell (CFMC) convener Kraibo Chawang at Hebron designated camp gate.

After the meeting, the chairman has asked the AR troops to withdraw from Doyapur, informed the source.

It was also learnt that womenfolk from the area also protested against the “intrusion” by the AR.
Reportedly women in traditional attire came out on the road protesting against the AR post and asked them to move away from Doyapur.

It may be recalled that on April 19, 2012, tension built up in the vicinity of NSCN (I-M)’s Hebron camp when a Road Opening Party (RoP) of 12 AR came close to the designated camp without prior information.

NSCN (I-M) cadres had then “arrested” five AR personnel along with four AK 47, one INSAS, 360 live rounds and 13 magazine, two wireless set, six handset, four bullet proof with pouch, one INSAS rifle pouch and four bullet proof cap.

NSCN (I-M) that time had claimed that the AR personnel on RoP duty were just few meters away from Hebron and arms and ammunition belonging to AR were “seized” for violating cease-fire ground rules (CFGR).

The then CFMG chairman Maj. Gen. (retd) N. George, after a spot verification admitted that AR troops’ action was without notification and it was against the cease-fire ground rules.

He, however, said that it was purely an “error of judgment” and that there was no “malafide intention”.
