Security in Manipur has been beefed up as it gears up for the visit of Congress vice-president Rahul Gandhi on March 19.
Chief Minister Okram Ibobi Singh, who inspected the rally venue in Thoubal district, found that construction work at the venue, a sports stadium, was not up to the mark. He directed contractors and officials to do it afresh.
About 50,000 persons are expected to attend the rally.
With two underground organisations — the United Revolutionary Front and the Maoist Communist Party — urging people to not participate in the Gandhi family scion’s rally, review meetings at the government and party level are being held to ensure that untoward incidents do not take place during the visit, and combing operations have been intensified, Mr. Singh said.

AAP to contest LS polls from 20 states
After tasting electoral success in Delhi, Aam Aadmi Party on Monday said it would contest the forthcoming Lok Sabha polls from 20 states, including Uttar Pradesh, where it would field candidates for all 80 seats.
“The national executive of AAP has decided to contest Lok Sabha polls in 20 states including UP, where we would contest all 80 Lok Sabha seats,” AAP National Spokesman Sanjay Singh told reporters in Lucknow.
He said Kumar Vishwas was likely to contest against Congress vice-president Rahul Gandhi in Amethi, while candidates against prominent leaders like Ms. Sonia Gandhi and Mr. Mulayam Singh would be decided soon.
“We will try to finalise names of candidates by February 15 and all those desiring to contest Lok Sabha polls can apply by January 15. However, those applying would have to be recommended by at least 100 persons each from all the assembly constituencies in his or her area,” he said.
The applications would be scrutinised by district and state-level monitoring committees before finalisation of names, Mr. Singh said.
The party, besides declaring its national manifesto, would also make public its manifesto at local levels covering issues pertaining to that area, he said.
Replying to a question, Mr. Singh alleged that leaders like Mr. Mulayam Singh, Mr. Ram Vilas Paswan, Mr. Farooq Abdullah, Ms. Mamata Banerjee, Ms. Mayawati and others called themselves secular despite the fact that they were with BJP in the past.
“Now, they are with Congress and labelling themselves as secular,” he said.
He said AAP was in favour of diverting development funds of MPs and legislators to mohalla and gram sabhas so that people could decide where public money is to be spent.
On January 12, the party would hold ‘Jan Vishwas’ rally in Amethi.
Accepting that religion and caste politics were challenges in Uttar Pradesh, Mr. Singh said his party would concentrate on local issues and try to divert attention of the people from caste and religion.
Asked about ways to deal with caste politics prevailing in the state, Mr. Singh said the mindset of the people was changing fast as was apparent in Delhi elections.

BJP slams Rahul Gandhi's 'sermon' on Lokpal Bill
NEW DELHI: Asking Rahul Gandhi not to give "sermons" but to persuade the Prime Minister to bring changes in Lokpal Bill, the BJP on Friday slammed his speech in Parliament saying it closes the way for ending Anna Hazare's fast.
"We don't want Rahul's sermons. It is surprising that he is giving sermons to the nation but his party under Manmohan Singh is dill-dallying on a strong Lokpal issue. We urge him stop sermonising and persuade Prime Minister to bring changes in the Lokpal Bill," senior BJP leader Ananth Kumar said.
Leader of opposition in Rajya Sabha Arun Jaitley was equally dismissive of Gandhi's speech in which he proposed making Lokpal a constitutional body like the Election Commission.
"When you have no solution to offer you talk of systemic changes," Jaitley said.
His counterpart in Lok Sabha Sushma Swaraj said, Gandhi's speech "closes the way for ending Anna's fast."
She also made clear her displeasure at Speaker Meira Kumar giving 15 minutes to Gandhi to give his "sermon" in the House when he was not scheduled to speak on Friday.
Some BJP leaders said that the speech reflected that Gandhi differs with Prime Minister Manmohan Singh on the Lokpal issue and Hazare's fast.
While Singh had been full of praise for Hazare in his speech on Thursday and this led to the Lok Sabha passing an unanimous resolution requesting the Gandhian to end his fast, Gandhi made no such gesture and even questioned such methods of protest.
Ananth Kumar alleged that the current stalemate on Lokpal issue and Hazare's fast was "due to the Congress and the UPA led by Manmohan Singh".
"Yesterday, the entire house and Manmohan Singh expressed concern over Anna's falling health but government is still dragging its feet on the issue. The government Lokpal Bill is totally malafide," Kumar said.
The BJP leader said his party wants "a strong and effective" Lokpal on the lines of Jan Lokpal Bill proposed by the Anna Hazare and his team.
"BJP has clarified its stand. We are for a strong and decisive Lokpal on the lines of Jan Lokpal Bill," he said.
