NEW DELHI: The United Nations will soon declare June 21 as World Yoga Day following a proposal by Prime Minister Narendra Modi, external affairs minister Sushma Swaraj said on Sunday.
"Three months ago, Prime Minister Narendra Modi had appealed to the world community that India's yoga should be celebrated as World Yoga Day. I am happy to inform you that we have received support of 170 nations and four days from today, the United Nations will declare June 21 as the World Yoga Day," Swaraj said at a function in the presence of yoga guru Ramdev.
Addressing the 'Gita Prerna Mahotsav', organized "to celebrate 5,151 years of religious book Gita" at the Red Fort Maidan in Delhi, the senior BJP leader said that yoga is not merely an exercise, but a road to prosperity and good health.
During his visit to the United Nations in September this year, Modi had urged the world community to celebrate Indian yoga at the international level and that June 21 be declared as the World Yoga Day.
Last month, European Union president Herman Van Rompuy also told PM Modi that the 28-member EU supported his idea for a Yoga Day at the UN.
Interestingly, in the cabinet reshuffle last month, he also named a minister for Ayush, dealing with Yoga and traditional medicine.

Will crackdown on illegal immigrants in Assam: PM Modi
GUWAHATI: PM Narendra Modi on Sunday addressed a gathering of BJP workers here and praised them for their efforts in the northeast, adding that development has been the only mantra of BJP.
Addressing the issue of safety in Assam, PM Modi said, "I am aware of the problems of Assam and there will be no compromise on safety."
Modi also sought people's consent for an India-Bangladesh land swap deal which he said will benefit Assam.
The Prime Minister said he would use the deal to stop illegal infiltration into Assam from Bangladesh.
"I know the sentiments of the people of Assam. I assure you that I am going to use the proposed land swap deal for the benefit of Assam."
"It may seem a loss for Assam but I will make such arrangements that it benefits Assam in the long run," he said.

Hackers withdraw Rs 1.13 crore from NRI's account.
MANGALURU: A Canada-based NRI has lost Rs 1.13 crore from his account with a bank in Manipal after hackers made their way into his email account and got the money transferred to two of their accounts overseas, according to a complaint lodged with the police.
The fraud was committed after hackers made their way into the NRI's personal email ID and sent mails to the Manipal Branch of Syndicate Bank asking for transfer of the money from his Foreign Currency Non-Resident Account (FCNR), police said.
As per the complaint, the amount in his account with the Manipal bank was found to have been transferred to two accounts in Dubai National Bank and Abu Dhabi Islamic Bank on January 15 and October 27 this year. Both the transfers were executed purportedly based on two email requests from the NRI, hailing from nearby Udupi and residing in Canada.
A transfer of $1,15,000 was made from his account to an account in Dubai National Bank and USD 70,000 to an account in Abu Dhabi Islamic Bank.
The fraud was detected when the bank received another request from NRI's mail on November 13 asking to transfer money to a Bank of China account in Hong Kong. The bank officials then grew suspicious and contacted the NRI who made it clear that he had not made any such request.
The Syndicate Bank assistant general manager has complained to the Manipal police that an amount of Rs 1,13,42,937 was transferred to different accounts from the NRI's account by fraudulent means. Manipal police have started investigations.

India, Nepal ink 9 deals; Modi inaugurates bus service, gifts helicopter

Modi, who in his departure statement said the fact that he was visiting Nepal twice in the six months since he took over "reflects the importance we attach to our unique and special relations with Nepal", also held delegation-level talks with his Nepali counterpart Sushil Koirala.
Modi, who is here to attend the 18th Saarc summit, urged Nepal to frame its much-awaited constitution early and on the basis of consensus.

North East States gear up for Prime Minister Modi's 3 day visit
GUWAHATI, Nov 24 : At least four North Eastern States are gearing up for a three-day maiden trip of Prime Minister Narendra Modi to the region, with the most crucial engagement being the two-day annual conference of DGPs and IGPs of the States, union territories and CPOs to be held here from November 29.
Modi is also scheduled to inaugurate the annual Hornbill Festival in Kohima, which also marks the 50th anniversary of the creation of Nagaland as a separate State out of the erstwhile Naga Hills district of Assam and the Tuensang Hill Tracts. Modi is scheduled to fly from Guwahati to Dimapur on November 30 afternoon, and inaugurate the Hornbill Festival the next morning.
The annual conference of DGPs and IGPs however stands out to be the most important meeting for the Prime Minister in the backdrop of jihadi groups spreading their net across the North Eastern region. Moreover, the conference is being held for the first time outside the National capital since its inception in 1920. Chief Ministers of all the North Eastern States and Sikkim have been also invited to attend the conference.
In Guwahati, Prime Minister Modi will also formally flag off a train to Mendipathar in Garo Hills, which will also put Meghalaya on the railway map for the first time since the hill State was carved out of two Assam districts in 1972. He is also laying the foundation stone of a new railway line from Digaru (Assam) to Byrnihat in Meghalaya in the same function. The Prime Minister will also address a meeting of BJP party leaders and workers of Assam in Guwahati on Sunday before taking off for Nagaland.
Sources said that while Modi’s Guwahati trip is final, his visit to Nagaland and Manipur is “most likely” to happen.
In Manipur, the Prime Minister is likely to reach Imphal after Kohima to grace the closing ceremony of the Sangai Festival – the most important annual tourism festival of the State – the same day before flying back to New Delhi. There are also reports of inclusion of Tripura in the Prime Minister’s North East itinerary, with sources in Agartala saying Modi would commission the second unit of the 756-MW Palatana thermal power plant there.

MODI GOVERNMENT HAS GUTS TO SOLVE NAGA PROBLEM: NAGLAND GOVERNOR
Nagaland Governor P.B Acharya asserted that with a strong government at the centre which has the will and guts to solve the Naga problem, it was high time that Nagaland came out of the Naga political problem and appealed to all groups, intellectuals, NGOs including the elected government to speak out on what kind of solution they wanted.
Stating this at a press meet in the Raj Bhavan here Saturday, the Governor further pointed out that the constitutionally elected government represented the voice of the people and all elected members, the two MPs regardless of political affiliations including the thinking within those involved in the movement to spell out what they want within the constitution that was a “respectable solution” and not just a solution.
Highlighting his visit to the USA in mid-October, the Governor said he found overseas Nagas doing well in all fields and that they were praying for peace and development in Nagaland.
On the huge budget deficit of the state, Acharya expressed the hope that the prime minister would announce a big package during his visit in December 1.
He lamented that the state assembly had not passed the Lokayukta which was vibrant for democracy in Nagaland and where along with the RTI, would help strengthen constitutional democracy to counter wrong doings. The Governor urged upon the state government to act immediately to form the Lokayukta and also appoint information officers since bodies that were constitutional should not be excluded from the government role. He also insisted on rectification of the constitution 121 Amendment bill.
Appealing to the state government on women reservation, he said though the issue was still under litigation in the Supreme Court, Naga women should also be given the opportunity as women in other states , to be represented in zila parishads and local bodies.
Acharya suggested that there should be a dialogue between industries, trade and education since the current curriculum was limited to the subjects that were not in tune with industries and trade requirement.
He said universities, need to open up their minds and do their research to make them more applicable to society and that continuous dialogue took place for industries and trade. Lamenting that much of research was not applicable to day to day life, Acharya said knowledge-wise university research was wonderful but application-wise the net result was not what society needed.
The Governor also disclosed, that to encourage visitors to see the rich cultural of Nagaland and to rid off misgivings about insurgency,150 of his personal guests and tourists from Karnataka, Mumbai and Maharashtra, will be attending the Hornbill festival. He appealed to people to shower their hospitality and magnanimity to visitors to the state.
He also disclosed that members of the Maharastra Chamber of Commerce (MCC) will be arriving to Kohima for the first time for an executive meeting, where Kohima Chamber of Commerce and Dimapur Chamber of Commerce host the event on December 3 or 4.
He requested the state ministers to attend the event as it would be a great event which, he said would promote “a national integration” . The Governor said that in future, more organizations and universities will come to Nagaland to interact with our people.
The Governor also appealed to the two MPs from Nagaland, who are getting annually Rs.5 cr each under PM’s Sansad Adarsh Gram Yojana, to spend the money for construction of toilets across the state.
He also urged the state’s MPs to adopt one village in ENPO areas under PM’s Gram Yojana, and give full attention so that it would send a message that “we care for them”.
Acharya said not much changes have taken place in ENPO areas in the field of education, health or road sectors in comparison with other districts and so such demands needed attention.
On the prime minister’s scheduled visit to Nagaland, the Governor said schedules kept changing but that as per the latest update, Modi will fly from Imphal to Dimapur on November 30 evening and halt for the night. He said the PM will then travel to Kohima the next day where he is to inaugurate the Hornbill festival on December 1 and depart on the same day.
Acharya condemned incidents of assault on people from north east in Delhi and Bangalore saying “something has to be done”.
In this regard, the Governor informed that he would be writing to the Lieutenant Governor of Delhi to take strong action and suggested the idea of floating “fellowship link families” for a single person who required guardians.
Acharya said there were 20,000 to 25,000 north east people in Delhi, out of which 60% were students and rest employed in various sectors. He said those people from north east with families in Delhi will be attached with local people (having national outlook) to act as guardians to those living alone, especially women so as to instil confidence against the sense of insecurity.
He said north easterners are an asset who add to the wealth of the country and therefore, they should not be disturbed and likewise the non-locals residing and serving the Nagas in Nagaland should also not be disturbed.

Attacks against North East people 'politically motivated'
New Delhi, November 20 (ANI): Expressing shock over the increasing attacks on the north-eastern people around the country, writer-activist Binalakshmi Nepram on Thursday claimed that such attacks were 'politically motivated'.
"Even as I speak, I feel that these are politically motivated racial attacks and killings because the people in India generally everyone wants to live a life of peace. So, who is doing this? 700 cases of attacks this year alone in Delhi NCR," Nepram told ANI while reacting on the brutal murder of a PhD scholar hailing from Manipur in the national capital and another assault on a 25-year -old Manipuri youth in Bangalore.
"I don't know what to say at this moment, we are really shocked. The way the 33-year-old PhD scholar, who could have become a pride of this country, was almost brutally beheaded," she said.
"But the thing is we are tired of pressuring authorities and government. Because this year alone, more than 700 cases of complaints filed at 1093 Delhi helpline in which north-east people have said they have been abused, attacked, maligned, raped, murdered," she added.
Nepram also said the manner in which the people of north-east were stereotyped as being pro-China was completely incorrect.
"I have also found from my sources that there are people in political spheres who are equating the entire people of north-east as being pro-China. Hence, there has been a talk of cutting them into pieces and throwing them into (river) Ganga. We are very very saddened by this because we also consider ourselves as citizens of this country. This is not the India that we belonged to. This is not the India which is enshrined in the Constitution. We are not loyal to China, we are loyal to this country, we are part of this country," she said.
Nepram highlighted that people from the north-east are as much patriot like their counterparts from mainland India. "And these attacks, those people who are spreading information in political leadership, may be from any political party must contain and stop spreading this misinformation that people of the north-east are anti-national," she said.
"So our appeal is those who have unleashed these attacks on the people of north-east whether it is in Bangalore or in Delhi, this is wrong, this is anti-national, and must stop immediately," she added.
According to reports, a 33-year-old PhD scholar from Manipur was found murdered at his residence in South Delhi's Kotla area. In a separate case in Bangalore, a 25-year-old Manipuri youth was allegedly attacked by three people in Bangalore.

The Delhi police have received a total of 872 complaint calls from NE people residing in Delhi in 2014 till 21 November. Out of the total 872 complaints, 666 calls are crime related cases. At an average, 60 crime related cases per month are received by Delhi police from the NE people residing in Delhi.

BSF seizes arms in Mizoram
Basing on specific intelligent inputs, BSF along with Mizoram police special branch (CID) launched a joint operation on August 28 at Lengtei in Sairang district, Mizoram, and arrested five persons including three Indian nationals and two Bangladeshi nationals along with huge quantity of arms and ammunitions.
The accused have been identified as Somitro Chakma (43 yrs), son of Mona Chakma of Langudu village, Bangladesh; Jius Chakma (28 yrs), son of Mrinal Kanti Chakma of Bhagaichhari village, Bangladesh; Joy Chakma (31 yrs), son of Chandran Chakma of Tuipuibari village, Mizoram; Dipankar Chakma (33 yrs), son of Amit Barman Chakma of Rajiv Nagar II village, Mizoram; and Puranajoy Chakma (45 yrs), son of Cholu Chandra Chakma of Rajivnagar II village, Mizoram.
The joint team also recovered five weapons of M-16 Rifles series, 4000 live AK 47 rounds, 1100 live M-16 rounds, Rs 60,000 and 10 mobile phones.
The apprehended persons came in a Tata Sumo bearing Registration No. MZ-01-J0274 from Lengpui airport and was intercepted at Lengtei (7 km from Lengpui airport). The arms and ammunition were smuggled from Myanmar and was meant for insurgent groups.
The apprehended persons along with seized arms and ammunitions were handed over to Mizoram police on the same day for further investigation.

BJP Leader Vijay Pandit Shot Dead in Greater Noida, Mob Set Ablaze Vehicles
Greater Noida: BJP leader and Dadri Nagar Panchayat Chairman Geeta Pandit's husband Vijay Pandit(37) was shot dead allegedly by four unidentified persons in Dadri area on Saturday night, after which a mob set ablaze 16 vehicles near a police station in protest.
The assailants came on two motorcycles and held the pistol at Pandit's temple and mouth and shot him dead when he was returning home from his brother's shop at Bramhpuri at around 8.30pm, police sources said.
Thereafter, they fired several rounds and one bullet hit the victim's chest too.
Vijay Pandit, a former district BJP Vice President, fell down bleeding. The assailants then fired in the air to scare away the people in the area and fled abandoning one motorcycle which went out of control and skidded sideways. The villagers and BJP workers, on hearing about the incident, reached the site and a mob set ablaze around sixteen vehicles near Dadri Kotwali on G T Road.
They also stoned buses and other passing vehicles and police fired in air to control the mob which fired at the police team, the sources said.
District Magistrate A.V.Rajamouli deployed additional forces drawn from neighbouring districts and PAC and Rapid Action too were pressed into service. An injured Vijay Pandit was taken to Dadri's Mohan Swarup Hospital from where he was shifted to Ghaziabad Yashoda Hospital where doctors declared him dead.
One bullet hit Vijay Pandit in the mouth, another in chest and one behind the ear, police sources said. "The situation is now under control. PAC has been deployed", said Brijesh Kumar Singh, SP(Rural), late tonight.

9 killed as massive storm slams Delhi-NCR, causes huge damage
NEW DELHI: At least nine people were killed in the national capital region, including six in Delhi, as a massive thunderstorm lashed the region on Friday crippling road traffic, Metro services and flight operations and hitting power supply.
Delhi Police said six people died and 13 were injured in various areas of the city in accidents like felling of trees, collapse of walls and electrocution following the storm which was accompanied by winds at a speed of over 90kmph.
The storm struck Delhi at 4.58pm immediately throwing normal life out of gear.
Thousands of people were stranded outside Metro stations and on roads as traffic almost came to a halt due the storm which darkened the sky.
Most areas in city plunged into darkness immediately after the storm as uprooted trees snapped power lines. Metro train services were disrupted on almost all lines for about an hour due to power failure during the evening rush time.
Met department attributed the storm to western disturbance over Pakistan. NCR areas of east Delhi, Noida and Ghaziabad were most affected by the storm.

Met office said similar weather conditions are likely to persist for over the next two days. At least 12 flights were diverted due to the storm, an IGI official said.
Areas in south, east and north Delhi faced long power cuts ranging from one to four hours. Supply of power could not be restored till late in the evening in several areas in north and northwest Delhi.
The city saw massive traffic jams as the storm uprooted trees snapping power lines in many areas and affecting traffic lights leading to chaos on the streets.
"The cumulonimbus (dense towering vertical cloud associated with thunderstorms) brings tall thunderstorms and dusty winds with a speed of over 92kmph and are caused because of western disturbance, which is currently over Pakistan. The meeting of cold air and hot air on the Indo-Gangetic plains causes low pressure area and also lot of instability. This results in severe thunderstorm," IMD director general LS Rathore said.

The storm affected northeast Haryana and the NCR. But parts of east Delhi, Noida and Ghaziabad were affected the most, he said.
Police in Ghaziabad said the storm claimed three lives and injured more than a 12 people besides causing heavy loss to property in different parts of the city.

PM Modi announces list of Cabinet ministers with portfolios
NEW DELHI: Prime Minister Narendra Modi was on Monday sworn in as the 15th Prime Minister of India along with his key colleagues in the Cabinet.
Some of his key minister are senior BJP leader Arun Jaitley who has been given the charge of finance ministry and additional charge of the defence ministry in the Cabinet of Prime Minister Narendra Modi.

NEW DELHI: Around the time Narendra Modi was being sworn in at the Rashtrapati Bhavan, the website of the Prime Minister's Office put up Modi's first official message as Prime Minister of the country.
Greeting the people of the nation, Prime Minister Narendra Modi said, "On 16th May 2014 the people of India gave their verdict. They delivered a mandate for development, good governance and stability. As we devote ourselves to take India's development journey to newer heights, we seek your support, blessings and active participation."
"Together we will script a glorious future for India. Let us together dream of a strong, developed and inclusive India that actively engages with the global community to strengthen the cause of world peace and development," Narendra Modi said.
Modi has all through his campaign been very proactively interacting via the social media, even tweeting just a few hours before his swearing-in ceremony.
In his very first message on the official website of the Prime Minister of India, Modi said, "I envision this website as a very important medium of direct communication between us. I am a firm believer in the power of technology and social media to communicate with people across the world. I hope this platform creates opportunities to listen, learn and share one's views."
Modi also added the website would be constantly updated with "latest information about my speeches, schedules, foreign visits and lot more. I will also keep informing you about innovative initiatives undertaken by the Government of India."

Modi to take oath as Prime Minister on May 26, top bureaucrats asked to stay in country
NEW DELHI: Narendra Modi, who steered BJP and the NDA to a landslide victory in the Lok Sabha election, was appointed Prime Minister on Tuesday, ushering in a new era of a non-Congress government with an absolute majority on its own in 30 years.
"I came to call on the President. The President has given me a formal letter (of appointment as the PM) and has invited me for oath-taking ceremony on May 26 at 6pm as we had earlier decided," Modi told reporters after meeting with President Pranab Mukherjee.
Modi's call on the President came after he was unanimously elected leader of the BJP parliamentary party and later at a combined meeting of the BJP and its allies constituting the NDA as leader of the coalition.
Later, a Rashtrapati Bhawan communique said: "... As Modi has been elected leader of the BJP parliamentary party and BJP has majority support in the House of the People, the President appointed him the Prime Minister of India and requested him to advise the names of members of the council of ministers."
"The President will administer the oath of office and secrecy on May 26 at 6pm at Rashtrapati Bhawan," the President's spokesman Venu Rajamony said.
Top bureaucrats asked not to travel abroad
Cabinet secretary Ajit Kumar Seth has written to secretaries of all ministries and departments asking them not to travel abroad this week unless it is to attend most important matters, officials sources said here.
Seth has called a meeting of all the secretaries on Wednesday to discuss the presentations prepared by the respective departments to appraise the new Prime Minister, sources said.
Seth has directed officials requiring to travel outside the country for pressing engagements, to seek prior written approval before travelling, they added.
In a separate communication, the Cabinet secretary has also asked all departments to keep a presentation ready for appraising the new Prime Minister of the achievements as well as failures of the outgoing government.
The presentation is also to list pending issues and steps that need to be taken soon.
Sources said Seth directed that presentations must include things like five important achievements, failures and steps the department would like to take in order to boost the country's economic growth.
He has asked all central secretaries to write what shouldn't have been done by the previous government and also provide "four or five practical goals/achievements" which can be pursued "for the next five years", if "freedom is given" to the bureaucrats.
Officials have also been asked to furnish top achievements of their respective Ministry in the last 10 years and the gap between the actual result and the intended plan.

Assam violence: Bodies of 4 children among 9 recovered, toll rises to 32
GUWAHATI: Nine more bodies were recovered from a village in Baksa district early Saturday, taking the toll to 32 in the violence unleashed by NDFB-Songbijit militants in Bodoland Territorial Administration Districts (BTADC) area in Assam.
The bodies of the victims, including four children and two women, were recovered from Khagrabari village under Salbari sub-division adjacent to the Manas National Park, official sources said.
Bodies of two children were identified as Ilina Khatun and Ariful Islam.
Three children, aged between seven and ten years, who were hiding in a forest on the banks of river Beki were also rescued, the sources said.
Police arrested 12 people in Baksa in connection with the terror attacks and eight people have been picked up for questioning in Kokrajhar, according to TV reports
Indefinite curfew was imposed in Kokrajhar, Baksa and Chirang districts of Assam following the violence.
Assam chief minister Tarun Gogoi has called for an emergency meet over the violence.

Ready to take on Modi: Kejriwal
Aam Aadmi Party convener Arvind Kejriwal has declared that he is ready to take on Gujarat Chief Minister Narendra Modi in Varanasi in the Lok Sabha elections, but he will do so only if “the people want” it.
He was addressing a rally here on Sunday, the second day of his tour of the Lok Sabha constituencies in and around Bangalore. It was attended by a large number of supporters, all wearing the AAP’s caps. Mr. Kejriwal said he would gauge the people’s support at a rally the AAP plans to hold in Varanasi on March 23. “I will do whatever the people say.”
“It is not a small contest. I have little aukaad [stature], no money and no people,” he said. “But I would consider myself fortunate to make sacrifices for the nation, as Bhagat Singh did.”
Speaking in Hindi in his trademark style that alternates between sardonic humour and references to himself as the common man, he spared the BJP’s prime ministerial candidate no criticism and spoke of the media’s “propaganda of falsehood” in their portrayal of Mr. Modi’s development model.
“For a year, the media have tried to show that Gujarat has progressed under Modiji. So I decided to see the progress for myself. But what I witnessed in my 10-day visit shocked me. Farmers complain that their land is being grabbed for being handed over to industries for just Re. 1 a metre. Modiji represents the old school crony capitalism,” he said.
“Nothing happens without bribes... But we have to give it to Gujarat for being transparent about corruption — at least bribes have a fixed rate,” he said.

Maoists kill 16 in Chhattisgarh
Fifteen security personnel were killed in a Maoist ambush on Tuesday in the Sukma district of south Chhattisgarh. One civilian, Vikram Nishad, also died in the crossfire while three were injured.Chhattisgarh’s Additional Director General of Police Mukesh Gupta said 11 of the personnel who died belonged to the CRPF while four were from the Chhattisgarh police.
The incident took place when a joint team of the CRPF and the State police — about 50 personnel divided into two platoons — were moving from Tongpal village to Jeeram Ghati in Sukma district, the same area where a Maoist ambush had killed 27 people last May.
The team was engaged in an area domination exercise to sanitise the area for troop movement and also to provide security to road construction workers. About 100 Maoists surrounded them and opened fire.
Sources in the Ministry of Home Affairs (MHA) in Delhi said an alert had been sounded last month in view of the Lok Sabha elections.
Against procedure
An MHA official said prima facie there appeared to have been a complete violation of the standard operating procedure as the security personnel had been taking the same route for the past couple of days.
After the ambush, the Maoists planted explosives in a soldier’s body, Inspector General (IG) of Bastar A.D. Gautam said. But they apparently did not plant any bombs at the ambush site, as they normally do, as no explosive was recovered till evening.
What has surprised many is Maoist mobilisation on one of the busiest highways of south Chhattisgarh. “The pace with which the Maoists assembled, ambushed and disappeared in an area where there is police and paramilitary camps is unbelievable,” an eyewitness said.
Inspector General of CRPF in Chhattisgarh H.S. Sidhu said they had not released the names of the security personnel who died as they would like to inform the families first. All the CRPF men belonged to 80 Battalion.
Rebels have been active in the area for a long time. This is the second major attack on security forces in the past fortnight. On February 28, five security personnel were killed in a Maoist attack in Dantewada.

Kashmir: Indian soldier shoots five colleagues dead
An Indian soldier has shot dead five of his colleagues before killing himself in Indian-administered Kashmir, military officials say.
The incident took place on Wednesday night at a military camp about 20km (12 miles) north of the city of Srinagar.
An investigation was underway to determine the cause of the incident, officials said.
Kashmir is divided into Indian and Pakistan-administered sides, but both sides claim the region in full.
Both station troops there and there are periodic incidents, although a ceasefire along the line of control, which divides the region, was agreed in November 2003.
Thousands of people have been killed in Indian-administered Kashmir since an armed revolt against Indian rule erupted in 1989.
Past incidents
The shooting took place inside a camp for the Rashtriya Rifles paramilitary force in Safapora village in Ganderbal district.
"A soldier of a Rashtriya Rifles unit ran amok in the wee hours, killing five soldier before killing himself," the Press Trust of India quoted an army spokesman as saying.
Reports said the soldier, who was posted on sentry duty at the camp, entered one of the barracks at around 02:00 India time [20:30GMT] and fired indiscriminately at his sleeping colleagues.
A court of inquiry had been ordered into the incident, the spokesman said.
Correspondents say soldiers stationed in the region often complain of long working hours, poor conditions and inadequate leave.
Hundreds of soldiers and policemen on counter-insurgency operations in India have been killed in similar incidents in the past, with most of the incidents reported in the Kashmir Valley and north-eastern states.
Authorities say since 2009 more soldiers and paramilitary troops have died in fratricidal killings and suicides than while fighting militants and rebels.
In September 2012, Defence Minister AK Antony held a meeting with the military leadership to find ways to reduce such incidents.
Former army officers blame "a lack of discipline" and "poor leadership"as contributory factors.

Delhi Police start deployment of personnel from Northeast
With the Union Home Ministry ordering inclusion of more personnel from the Northeast in the Delhi Police, the Capital’s police force has started deployment at the level of lower constabulary. The deployment is currently in the areas that have more people from the Northeast community. The Ministry’s order came after Arunachal Pradesh student Nido Tania was beaten to death raising concerns over the security of people from the region.
Along with the deployment of personnel from this region, mainstream celebrities are also being roped in to spread awareness on the issue. An informal meeting was held to discuss the issues concerning Northeast people at Nagaland House on Saturday where eminent personalities from the region and other celebrities were present. Bollywood actors Aamir Khan and Danny Dezongpa, a Sikkimese, were among them .
“We need to introduce Northeastern cities and the culture of these places in saas-bahu serials, which are watched more than news. The Information and Broadcasting Ministry needs to be approached so that producers of such serials incorporate our suggestions,” said a speaker.
M.P. Bezbaruah, chairman of the committee set up by the government to suggest measures to address concerns of people from the Northeast and Joint Commissioner of Delhi Police Robin Hibu, who has been appointed the nodal officer for the Northeastern community, were also present.
The committee has also had meetings with students from the Northeast living in Delhi. Shedding light on his interaction with students, Mr. Bezbaruah said: “There have been cases of discrimination and violence in the city. We are covering cities like Bangalore, Pune, Hyderabad, particularly Delhi. As Kolkata does not have much problem, it may not be covered. In two months, we would be submitting the report to the Union Government.”
At the same time, the former bureaucrat conceded that persons from the Northeast need to “acclimatise” themselves before they land in big cities. “More and more people are coming to Delhi but there is lack of support system like State Bhawans. So, when something goes wrong, the victim does not know whom to approach.”

Arunachal student's death: After Rahul meets protesters, Kejriwal to sit on dharna
NEW DELHI: Representatives of several students' unions from the northeast on Monday met Delhi chief minister Arvind Kejriwal demanding speedy justice for Nido Tania, a student from Arunachal Pradesh who died following an alleged attack by some shopkeepers here.
The students' delegation, accompanied by union minister of state for minority affairs Ninong Ering, submitted a memorandum to the chief minister in this regard.
They also demanded formation of a committee under Delhi government to look into all cases of racial discrimination not just for the people from the northeast but also people coming from all parts of the country.
Another demand in the memorandum was to include history and culture of northeast in Delhi education syllabus.
Speaking to reporters after meeting Kejriwal, activist Binalakshmi Nepram said the chief minister had assured them of taking up the issue with the LG and press for immediate police action in the case.
Representatives of the students' unions said they will sit on an indefinite dharna from today at Jantar Mantar.
"Kejriwal has also assured us that that he too will join us in the protest," said Nepram.
She alleged that even after three days of the incident, "police are trying to shield the culprits".
"Police have done a lot of blunders, they first made the victim sign a paper saying that he is medically alright, the FIR was not filled immediately. They are now claiming that until the viscera report is out, they do not know the cause of death," she said.
Nepram also demanded the Centre enact an anti-racial discrimination law to prevent the repetition of such incidents.
"More than 60 per cent of young people who come out of Northeast to study or work are living in Delhi. We are treated like second class citizens here. This issue is not just concerned with Delhi government but also the Centre. We demand that an anti-racial discrimination law be enacted," she said.
Meanwhile, Congress vice president Rahul Gandhi on Monday evening met students at Jantar Mantar who were holding a candlelight vigil for Nido Tania.
"My spirit and heart is with you. I am 100 percent with you," said Rahul Gandhi in a show of solidarity with these students.
"You can expect very strict action against people who did this," he added.
Talking to students from the northeast, Rahul Gandhi said, "Which India matters to you? Only one India matters to me where there is justice."
"What has happened is totally unacceptable," the Congress vice president said.
Earlier on Monday, scores of students of Delhi University also staged a protest at the Arts Faculty building in North Campus demanding immediate arrest of the culprits in connection with the death of Arunachal Pradesh student Nido Tania.
The students, led by National Students' Union of India (NSUI), said if culprits are not soon arrested, they would intensify their agitation.
Around 200 students from different colleges attempted to take out a protest march but Delhi Police personnel didn't allow the them to do so. Thereafter, the students staged the protest at the Arts Faculty and demanded justice for 19-year-old Nido who was allegedly assaulted by some shopkeepers, which later led to his death in Lajpat Nagar area.
"We have come here to demand justice for the student from the northeast. All DU students are with the parents of Nido. Police should immediately arrest the culprits responsible for this brutal death. If police fail to do so, hundreds of students would launch a serious protest against the police," said Amrish Ranjan Pandey, a spokesperson of NSUI.
Pandey also said Delhi government should also ensure the security of students from the northeast as there are hundreds of students from the region here. In this situation, government needs to come up with effective steps for their security, he added.
MHA asks Delhi Police for zero tolerance
The Centre on Monday directed Delhi Police to adopt zero tolerance approach in cases of attacks on people from northeast and asked it to strictly follow the guidelines in providing security to those hailing from the region.
At a high-level meeting, the home ministry directed Delhi Police to immediately register cases of atrocities on people of northeastern region, launch probe upon receiving complaints and book the guilty.
Delhi Police was also asked to sensitize all police stations about the people of northeastern region living in their respective jurisdiction and resolve their grievances.
This came in the wake of a series of attacks on people from the northeast in the national capital recently, including death of a student from Arunachal Pradesh allegedly after assault by a group of people in Lajpat Nagar.
The home ministry reminded the city police about the four-page detailed guidelines it issued last year and asked it strictly adhere to them.
According to the guidelines, issued to all state chief secretaries and DGPs and Delhi Police Commissioner, the police forces were asked to increase visible security at places where the people of northeast study, work or reside, maintain utmost vigil in communal and hyper sensitive areas without giving any room for spreading of rumours inciting communal passion.
Monitoring of social networking sites on a daily basis for detection of malicious mails, assessment of the mood and temper of the people from northeastern states and their grievances on a regular basis.
The Home Ministry guidelines said an SP or a DCP should be designated as the nodal officer for interaction with representatives of the northeastern community for understanding their grievances, holding meetings once in two months with the students or residents from northeast and send minutes to the Additional Director General of Police or Commissioner of Police.
Police has been asked to encourage students and other people from the northeast to be present in regular meetings with residents welfare associations at police stations and district levels.
Beat officers and PCR staff deployed in areas in which there are pockets of citizens hailing from the northeast need to be sensitized properly by the SHO, a website under the name of police for northeast.com indicating the name of the state/UT/Metro cities need to be launched so that common people from the region can log in and put forth their grievances and suggestions.
The guidelines said an officer of the rank of ADGP or Joint Commissioner of Police may be designated to review the report of nodal officer on monthly basis regarding implementation of the said security plan.
The DGP or Commissioner of Police of the state or UT concerned may review security plan periodically, state governments or UTs may send quarterly report with regard to implementation of security plan to the Home Ministry regularly, it said.
