NPMHR to organize peaceful protest on 2nd September

The Naga Peoples’ Movement for Human Rights (NPMHR, Delhi) is organizing a peaceful protest on 2nd September 2014 to;


•Condemn the imposition of Section 144 of Criminal Procedure Code and deployment of counter insurgency forces; Manipur Police Commando (MPC) and Indian Reserved Battalion (IRB) in Ukhrul without any justification since the 13th of July 2014





•Condemn the use of high calibre live rounds by the counter insurgency forces against peace rallyist, killing two civilians while injuring more than 35 people on 30th August 2014.

•Demand the revocation of Section 144 CrPC and withdrawal of the Manipur Police Commando (MPC) and Indian Reserved Battalion (IRB) from in and around Ukhrul District, Manipur

•Demand the Government of Manipur to apologize to the people of Ukhrul District, Manipur for its arbitrary actions causing deaths and social trauma.

Faith In Action world champs in Team Aerobic event

Bringing laurels to the country and Nagaland in particular, team Faith In Action emerged as the world champions in the “Team Aerobic Competition” at the World Taekwon-do Hanmadang 2014 from August 21-24 at Pohang City, South Korea. Also in a significant achievement, team FIA was able to break the 40-year old national jinx to win a team event at the International arena.

What was more impressive was that, FIA was the only squad that won medals for India-- 1 gold in team event (Team Aerobic Competition), 1 individual gold (Long Kick), 1 silver medal (Long Kick) and 10 bronze medals.


The 20-member squad of team Faith In Action was among the 38 participants who represented India under the banner of Taekwondo Board of India. Altogether around 4000 participants from 147 countries took part in the competition.

Talking to Nagaland Post, coach-cum-participant of team FIA, Deep Kumar said: “It was a remarkable achievement for FIA. For forty years India was unable to win gold in the team events. And this time, our team (FIA) was able to break that jinx and prove to the world and India that a small state like Nagaland had the potential.”


Deep said: “We also took the opportunity to showcase Naga culture by adding traditional waistcoat with our Taekwondo dress and combining Naga traditional dance during the Team Aerobic competition. The combination made the team unique.” Team FIA expressed gratitude to all those who had supported them through their journey of success.

Deep said that the Faith In Action team was also invited by Grandmaster Lee Jeong Hee, who introduced them to members of the Kukkiwon (world Taekwon-do headquarters) and president Won Sik Kang.


Lee Jeong Hee acknowledged the performance and was particularly impressed and curious about the team combining Naga costume and traditional dance.

Deep said that the grand-master also conveyed his wishes to the people of Nagaland.

It may be mentioned that Faith In Action team has also won various national and regional competitions. They were also among the semi-finalists in the India’s Got Talent 2011.

BSF seizes arms in Mizoram

Basing on specific intelligent inputs, BSF along with Mizoram police special branch (CID) launched a joint operation on August 28 at Lengtei in Sairang district, Mizoram, and arrested five persons including three Indian nationals and two Bangladeshi nationals along with huge quantity of arms and ammunitions.


The accused have been identified as Somitro Chakma (43 yrs), son of Mona Chakma of Langudu village, Bangladesh; Jius Chakma (28 yrs), son of Mrinal Kanti Chakma of Bhagaichhari village, Bangladesh; Joy Chakma (31 yrs), son of Chandran Chakma of Tuipuibari village, Mizoram; Dipankar Chakma (33 yrs), son of Amit Barman Chakma of Rajiv Nagar II village, Mizoram; and Puranajoy Chakma (45 yrs), son of Cholu Chandra Chakma of Rajivnagar II village, Mizoram.


The joint team also recovered five weapons of M-16 Rifles series, 4000 live AK 47 rounds, 1100 live M-16 rounds, Rs 60,000 and 10 mobile phones.


The apprehended persons came in a Tata Sumo bearing Registration No. MZ-01-J0274 from Lengpui airport and was intercepted at Lengtei (7 km from Lengpui airport). The arms and ammunition were smuggled from Myanmar and was meant for insurgent groups.  
The apprehended persons along with seized arms and ammunitions were handed over to Mizoram police on the same day for further investigation.

Violence hits UNC Peace Rally in Ukhrul, 2 killed, several Injured

It was ‘Black Saturday’ in Ukhrul. Two civilians were shot dead and several others including a woman and security forces were injured as security forces fired upon rallyists during a rally organized by United Naga Council (UNC) in Ukhrul.

A posse of security forces at Awontang Junction was reported to have resorted to blank firing at around 1.45 p.m. and simultaneously turned sporadic towards the road leading to the Ukhrul Mini Secretariat.


As the Ukhrul Superintendent of Police passed through Wino Bazaar, his security escort personnel fired tear gas, mock bomb and gunned down two men at Tangkhul Naga Long (TNL) ground.

The deceased have been identified as Ramkashing Vashi (26), son of V. Christopher and Mayopam Ramror (30), son of R. Hangyui, both from Teinem (Tuinem) village.

Six persons sustained bullet injuries and two were reported to be in critical condition, while another seriously injured person Ngachonmi Muinao (30), son of M. David of Somdal village was rushed to Imphal Saturday afternoon.


The injured persons were taken to the District Hospital (DH) and given necessary treatment. A post mortem was already conducted on the dead bodies and being kept in the DH morgue.


Two vehicles including that of Kamjong SDO’s Bolero Jeep and a Maruti Gypsy of security personnel was overturned and set on fire by agitated mob near TNL ground while another police gypsy’s front windshield was also shattered as the mob pelted stones.

Security forces resorted to several rounds of gunfire and fired tear gas shells through the thoroughfares of the town till about 5 p.m.


Four civilian vehicles parked on the roadsides in Viewland and Phungreitang were also damaged by marauding jawans of IRB and police commandos.


Hundreds of infuriated residents gathered at various points of the town and put up road blockades. Security forces tried to clear the way through and even as several tear gas shells were fired at TNL office, they could not passed the blockade point there.

Three security personnel including a woman jawan were assaulted, while two AK rifles were reportedly snatched away by a mob at Awontang and Wino Bazaar. However, these reports could not be confirmed till the filing of this report.

Many persons found walking at Hamleikhong and Phungreitang areas were beaten up by IRB and police commandos, while some were dragged inside the Mini Secretariat complex and brutally assaulted and released later.


UNC rally could not be taken up as security barricades were put up at various points. The rallyists however managed to break through at Wino Bazaar and started to converge at TNL ground. Hundreds of people also managed to reach the site from Viewland, Phungreitang, Hamleikhong and Dungrei junction. UNC general secretary Gaidon Kamei addressed the public at different points where about 10,000 rallyists converged. UNC was about to start a public programme when the incident occurred.

After the incident on Saturday evening, ANSAM president Seth Shatsang stated, “Government of Manipur has fulfilled their desire…lives have been taken… what more do you want?”


As the evening wore down, tension subsided with 41 Assam Rifles led by Colonel Gaurav Bose patrolled through the town to take stock of the situation. However, state security forces were posted at various locations of the town and forced the residents to move indoor. Leaders of Naga organisations tried to meet and hold talks with Ukhrul deputy commissioner at AR Wino post but failed as misunderstanding cropped up between the two parties. In spite of repeated pleas from DC and AR officials, they walked off.

4 Killed, 32 Seriously Injured in bus accident in Meghalaya

TURA: Four people were killed and 32 injured after a bus carrying 38 people fell into a gorge in West Garo Hills early this morning.

According to the Police sources, one Air Bus, ML–08-0609 met with an accident before reaching Dollonggre. Many have been feared dead while there were 4 confirmed dead and 32 others seriously injured.

The private bus skidded off the road and fell into a gorge while on its way from Tura to Shillong. The accident occurred in Dollonggre village, about 40 kilometers from Tura in West Garo Hills at around 12.30 am.

Police said, “About 28 injures were admitted to hospital and while three died on the spot, one died at Tura Civil Hospital. Out of four deceased, one was female.”

According to police the actual place of occurrence is at Anogre before reaching Dollonggre which is 10 km away from Jengjal outpost.”

Cranes were used to pull the bus out of the gorge. Many injured passengers are critical and have been taken to the civil hospital in Tura, while some have been referred to a Guwahati hospital.

The 108 Emergency Service Ambulance base in Rari, Resubelpara, Tura and Dadenggre helped in shifting Salnation D Shira (19/F), Tian Momin (20/F), Sonahar Ali Khan (26/M), Napoleon Chiran (50/M), R. Sangma (28F), Vincent K. Marak (81/M), R. Syiemiong (38/M), Sujit Baruah (37/M), Dilbag Singh (26/M), Khela Ch. Kooch (55/M), Dapmian Dkhar (26/M), J. Tariang (38/M), Francis Lyngkhoi (21/M), Salim Miah (18/M), Manju Alam Shiekh (54/M), Aditya Hajong (33/M), Roshni Hajong (23/F), Takir Shiekh (18/M) and six others to Tura Civil Hospital.

Preliminary investigations into the matter have raised serious questions on the bus being in a condition to ply on such terrains. The experience of the driver is also under scanner. Many have argued that the load capacity of the vehicle and the role of the transport authority in monitoring the passenger buses have serious flaws owing to which, such accidents are a common occurrence.

It has been informed that Police is awaiting for the driver to recover from his injuries following which they will question him to further understand the cause of the accident and prevent such occurrences in the future.

The transport department is in the firing line over its lack of inspection and monitoring of passenger buses which carry loads of commodities atop its roof.

PRESS STATEMENT ON 30th AUGUST RALLY IN NAGA DISTRICT HQs

The social divide on communal lines between the Nagas and Meiteis that has become deeply entrenched in the present state of Manipur has been acknowledged with concern by none other than Dr Manmohan Singh, the then Prime Minister of India in his address in the 40th conference of DGPs on 26th August, 2010.


There is a democratic process of dialogue at the tripartite level of the Government of Manipur(GoM), Government of India(GoI) and the Nagas of Manipur under the aegis of the UNC on the demand for an alternative arrangement outside the communal GoM pending settlement of the Indo-Naga issue and it has logically progressed to a stage where a high powered committee would be set up by the GoI to translate the demand into a political reality. But the GoM under Mr Ibobi has intensified their communal policies and actions to legitimise the destruction of the traditional institutions and usurpation of the ancestral lands of the tribals and the Nagas through legislations, administrative orders & notifications.


I) The GoM has moved for establishment of “Village Development Committee” (VDC) in each village in the name of development. The VDCs are to be chosen by the general body of the village but without the involvement nor endorsement of the village council/village authority, the ultimate traditional authority of the village. Instead of strengthening the village council/village authority, a parallel body with development function is to be put in place to render the Chiefs, Khulakpas and Khunpus impotent and irrelevant . The village which is the primary polity of the tribals is being pushed into a conflict and division situation. This is a move to destroy the village republic system of the Nagas and the tribals.
Although Manipur Land Revenue & Land Reforms Act, 1960 (MLR&LR Act) is not applicable in the tribal area of the hills, the GoM after passing the bill for a Separate Revenue Directorate for the Hills in 2012, has notified for extending the jurisdiction of the Revenue Tribunal Manipur to Ukhrul, Tamenglong, Chandel and Churachandpur and the District Judge, Senapati has been appointed as the Presiding Officer, Revenue Tribunal Senapati. Every Naga and tribal village have their own distinct territorial boundary and jurisdiction. The tribals have their own way of life and to them the land and the people cannot be parted as their culture, tradition and identity are interwoven with the land. The constitution of Revenue tribunals in the tribal districts is a subtle move to get around the MLR&LR Act and legitimize the usurpation of the ancestral lands of the tribals.


The New Land Use Policy of Manipur (2014) (NLUP) based on the Mizoram model is being taken up by the GoM ostensibly to improve productivity and minimise demand on land resources. Mizoram has 100% tribal population and their experience therefore will be universal in terms of legal implication on ownership of land. In the state of Manipur, where 41 % of the population is tribal, who owns 90% of the geographical area of the state, the NLUP is just another ploy to dilute the land ownership of the tribal people. There are no Khas land in the Naga territory in Manipur. But the NLUP is roping in the Village Development Committees, the newly conceptualised instrument for abolishing the village republic system of the Nagas and the tribals and to encroach upon our lands.
120 tribal villages under Saikul Sub-division of Senapati District has been included by the GoM under various police stations of Imphal East District and Thoubal District, both of which are valley districts. Why can the tribal villages not continue under the original Police stations or if felt necessary, why cannot new police stations be opened up in the respective Districts? The communal GoM seeks to control the tribals and their land through its policing machinery by tagging the above villages to Police Stations of the Imphal valley districts and by diluting the distinct district boundaries.


There is clear intent to alienate the tribals from their traditional land and weaken their village republics by stealth and seemingly benevolent policies and administrative orders/notifications and to also deprive them of every opportunity. Free Prior Informed Consent of the tribals, the stakeholders are not obtained. It is an alarming situation where the tribals have to fight every steps of the way to political empowerment.


Mr Ibobi has gone one record to maintain that there are no Nagas in Manipur and no land belongs to Nagas. Our identity as a people and our ownership of our ancestral land has been denied by the Chief Minister of the state clearly disowning the Tribals and Nagas as citizens of the state.


II) Mr Ibobi has stated that he does not understand what the alternative arrangement means and in his Independence Day 2014 speech, as the first citizen of the state, he has declared that the alternative arrangement is a pipe dream. The GoM is a party to the tripartite talk on alternative arrangement which has seen seven rounds, the last of which was attended by political representatives of the GoM. In utter disrespect of the democratic process of dialogue he condemn the very process in which his Government is a party, while at the same time adopting a double standard posture saying that any issue can be discussed and resolved without resorting to agitation. Outrightly disrespectul of the democratic process of dialogue, GoM advocates dialogue to maintain the status quo of suppression and political disempowerment.


The Indo-Naga cease-fire is between 2 entities and without any pre-condition and has been entered into for creating the environment and space for an acceptable and honourable settlement. But Ibobi maintain that there is no Cease-fire in Manipur and under the pretext of law and order has militarised the Naga areas, particularly Ukhrul headquarters with the CrPC 144 in place for more than 40 days. This is at best, state sponsored terrorism. The Indo-Naga peace process issue is opposed with communal intent by the GoM, which is a state within the Union of India and is therefore anti-national.


In the non-“suspension of operation” and non “cease-fire” areas of the valley, normal life continues without militarisation by the GoM. But where there is “suspension of operation” and “cease-fire” in tribal areas there is militarisation. Mr Ibobi has on the floor of the state Assembly even welcomed the proposal of a referendum by a valley based outlawed militant organisation. Can any Government, which claims to represent the people, be more blatantly communal than this contrasting testimony.


There are no Nagas in Manipur. No to Indo-Naga cease-fire. No to political empowerment of tribals and Nagas. No to protection of ancestral lands of the Nagas and tribals. No to the constitutional rights of employment and educational opportunities of the Nagas and tribals, as borne out by the current reservation crisis in Manipur University, the highest temple of learning and wisdom. No to development of the tribal areas on the pretext of law and order and absence of land laws – this is the GoM’s policy towards the Nagas and tribal people.
In view of the above it has been decided to organise mass rallies in all the Naga district headquarters on the 30th August, 2014 at 11 AM and to focus the programme on the following assertions -


1) Demand from the GoI for expediting an acceptable and honourable settlement of the Indo-Naga issue.
2) Protest against the militarisation of Naga areas particularly Ukhrul district by GoM with Manipur State forces in utter disrespect of the Indo-Naga cease-fire.
3) Protest against the GoM’s disrespect for the democratic process of tripartite talk on alternative arrangement which has progressed to a logical stage.
4) Protest against the unabated aggressive policies of the GoM to encroach upon the ancestral lands of the Nagas and tribals through Laws, Acts & Notifications to subvert the protective provisions of the MLR & LR Act, 1960.


A joint memorandum on the above points of demand and protests will be submitted by the Tribe Hohos and frontal organisation of the respective districts through the GoI agencies to the Hon’ble Prime Minister of India and also dispatched through post.


We appeal to all Churches, Christian leaders, Frontal & Regional Organisations, village chiefs and village council/authorities, students and youths leaders to take up the moral responsibilities for ensuring the maximum participation of the people in the rally.


We also advise our people to be vigilant against any attempt of the adversaries to discredit the peoples’ movement for our political aspirations by sabotaging the democratic civil action.

Haipou Jadonang - A Naga freedom fighter!

Haipou Jadonang Malangmei was born in 1905 to Thiudai Malangmei (father) and Tabonliu (mother) at Kambiron (Puilon) village in Tamenglong district of Manipur. He was the youngest of the three sons. Jadonang was one of the first Naga person who claimed himself to be a 'Messiah King' of the Nagas to liberate his people from the clutches of British. And as such, like a God-affected man, he carried out some activities successfully against the British. He also became very popular for his prophecies, healing power, religious and social activities amongst the masses. Visualising the future of Naga Raj, Jadonang started organizing the Naga people in Zeliangrong areas now falling into Manipur Nagaland and Assam to put up opposition against the British. He organized the Heraka army - separate women battalion and challenged mighty British empire. He taught his people to be on constant vigil against the traps of British Government and its secret wings. And warned his people to be on alert against missionary menace of Church.


Hapou Jadonang was a highly spiritual person and a great visionary by birth. He was a spiritual healer. People came from far off village to him for treatment and they returned after being healed. He used to go into trance for days together. Once he was in trance for ten days. His parents were worried. When he awoke from the trance he told his mother that he was in company with God. God told him to advance his work and preach God’s religion and His message. God advised him to enlighten his people to keep away from the invaders’ region which was foreign in theme and taste. During this period Indian freedom struggle led by Mahatma Gandhi was in peak. When he visited Silchar, Haipou Jadonang went to meet Gandhiji. On return, he intensified his movement. This offended British Govt. more. On fake charge of murder, Britishers spread the false news that l-our Manipuri betel businessmen were killed by Jadonang and his follower which was a concocted story with a view to implicate him on murder charge. Confronted by the outburst of violence and murder, the Political Agent of Manipur State, J.C.Higgins finally succeeded in arresting Jadonang on 19th February 1931 at Cachar. On 29th March 1931 Jadonang was brought to Imphal and confined him in the worst room of Imphal Jail, while prosecution against him and some of his followers was going on at the court of the Manipur Political Agent.


At last, on Saturday, 29th August, 1931 in the agony of sorrow and bravery, Jadonang was hanged till death by the order of the British Government on the banks of Nambul River behind the Imphal Jail leaving behind a legacy of struggle. Thus the pioneer and champion of anti-colonial movement in the Northeast ended his life as a martyr. Thus ended the journey of this messiah who dedicated his life for the progress and upliftment of his people, though his dream of uniting his people is yet to see the light of day but it would be decades when another such being comes into our midst.
